Within the scope of “Technical Assistance for Capacity Building on European Pollutant Release and Transfer Register (E-PRTR) in Turkey” Project which is implemented over a two-year period by a consortium of partners led by NIRAS, a study visit was performed between 14 and 20 January 2018 in Madrid, Spain in relation to Activity 2.4 to analyse the institutional and technical requirements of E-PRTR system in Spain. During the study visit, the Beneficiary had meetings with several stakeholders of Spanish PRTR system and Spain’s experiences in implementing PRTR system were discussed.
The first three days of the 5 day agenda were hosted by the Spanish Ministry of Agriculture and Fisheries, Food and Environment. After a morning of short introductory meetings at the Ministry the follow-on meetings were then focused on the experiences of implementing the PRTR-Espana system.
A detailed series of presentations were delivered by PRTR Espana Team in five sessions covering the following subject areas;
Session 1.- Overarching framework,
Session 2.- Scope, main characteristics of the Spanish Register,
Session 3.- Legal Framework,
Session 4.- QA/QC on the reported information,
Session 5.- Data dissemination. Public information.
On the second day of the study tour the focus was shifted to the competencies and role of the Autonomous authorities and in this regard a meeting was held with Madrid Regional Authority. They made a series of presentations on their experiences with the implementation of PRTR system. They provided the group with a clear perspective on the key issue of validation of the data provided by the facility operators.
On the third day of the study visit the Beneficiary had chances to further discuss with industry representatives; OFICEMEN (Spanish Cement Association), FEIQUE (Federation of the Spanish Chemical Industry), Endesa (Private Energy Company), respectively. Day 3 was concluded with a workshop session on a real case PRTR reporting procedure from the beginning to the end; where the Beneficiary found opportunities to see how the data is entered to the PRTR Espana system.
Study visit was completed by two site visits to facilities which are included in Annex – 1 of the PRTR legislation in Spain.
The first site visit was performed to Ercros pharmaceutical company in Aranjuez which focuses on the production of raw materials and intermediary pharmaceutical products, of family of antibiotics, cholesterol-lowering, anti-ulcer and anti-fungal products.
The second site visit was carried out to Sampol Trigeneration Plant located in Madrid Barajas Airport. Facility provides electricity, heating and cooling, to meet the energy demand of Barajas Airport Terminal 4 (470,000 m2) and T4-S (315,000 m2). This system results in a reduction in emissions of 30,000 tons CO2 per year. The trigeneration plant consists of 6 dual engines (gas-diesel) of 5,500 kWe, heat exchangers, recovery boilers and both absorption and centrifugal chiller. 33 MW Electrical Power; 33.6 MW Thermal Power.
