The project team hosted a five day training programme on Regulatory Impact Assessment this week in Ankara. Dr Peter Futo, the project RIA expert, put together a full programme of work activities with a blend of classroom teaching and group work sessions.

There was a real international dimension to the training team with Turkish experts being complimented by experts in RIA and PRTR from Serbia; Hungary; Spain, Ireland and the United Kingdom.

It was an excellent opportunity to learn more about the RIA process and indeed to gain an insight into the PRTR systems of Hungary; Spain and Serbia through the international experts:

  • Inigo de Vicente-Mingarro, PRTR Expert Spain
  • Nebojsa Redzic, PRTR Expert, Serbia
  • Norman Sheridan, Legal Expert, Ireland
  • Bulent Kadioglu, Environmental Monitoring and Reporting Expert, Turkey

Over the five day programme the delegates were able to question the experts on key aspects of the new PRTR By-Law; the Regulatory Impact Assessment process and their own PRTR systems. There were also a series of workshop sessions where round table interactive workshops were hosted by the experts on key aspects of the RIA process:

  • Implementation Plans
  • PRTR Variants for Turkey
  • SWOT Analysis
  • Tangible and Intangible Benefits of PRTR
  • Consultation Methodologies
  • PRTR Preparedness – Installation Checklists

The round table working groups made some excellent contributions to the above sessions and there were also some excellent discussions over the new draft Turkish PRTR By-law.

The project team are now working on a set of proceedings for the 5 day event and these should be ready, in Turkish language, by the end of March. They will then be available on the website.

This training event marks the conclusion of the Regulatory Impact Assessment process and we now hope to have the full RIA Report ready by middle of April. Once this has been reviewed by the Beneficiary and a decision made on which implementation variant the Beneficiary will select, an implementation plan will be drawn up.

It is hoped that this will be completed by end of May or middle of June 2018.
